Brief introduction of Yunnan Province Metrology and Test Technology Research Institute
In 1979, the People's Government of Yunnan Province, People's Government of Kunming City approved the establishment of "Yunnan Province Metrology and Testing Technology research Institute " and "Kunming City Metrology Testing Institute"; In 1997, the national provincial legal metrology verification institution evaluated qualified and the nation authorized for Yunnan Province highest legal metrology verification institution; In July 2000, through the approval of People's government of Yunnan Province, Yunnan Province Metrology and Testing Technology Research Institute and Kunming City Metrology Testing Institute are merged to establish Yunnan Province Metrology and Testing Research Center, in 2001, it is renamed as "Yunnan Province Metrology and Testing Institute".
Our institute is affiliated to the Yunnan provincial quality and Technical Supervision Bureau. It is the provincial national legal metrology institution and the provincial scientific research institution, which is based on the quantity value transfer, the calibration test, the test and the academic research.
Main responsibilities: research, establish and preserve the provincial social public standards of metrology and technical specifications; undertake compulsory task of metrology verification and quality inspection of metrology product; provide public testing services such as metrology verification, calibration and testing, energy detection testing; carry out technical advice, product promotion etc. of metrology science research, standard quasi instrument and on-line detection device, serve for the provincial economic and social development.
Working basis includes: "the People's Republic of China Metrology Law" and its implementation rules, "the Metrology Authorization Management Approach", "the Legal Metrology Verification Institution Supervision and Management Measures", "Legal Metrology Institutes Assessment Standard", "the Competence of Testing and Calibration Laboratories Accreditation Standards", "the Inspection Agency Qualification Management Approach ".
At present, our institute has established 153 Yunnan Province each level of public Metrology standards, 96 national standard (including 3 state reference), 57 provincial standards; By the authorization of State General Administration of quality supervision, 287 kinds of verification of measuring instruments, 310 kinds of measuring instruments calibration, 6 kinds of quantitative packaging business net content of product inspection items are carried out; 280 calibration item and detection project of and 18 kinds of products of 89 parameter accepted by the National Laboratory Accreditation. Through the qualification of Laboratory of Yunnan Province, it can provide energy detection project of 18 kinds of 179 parameters. Over the years, our institute has actively participated in the national ability verification and comparing project organized by national quality inspection administration, the National Accreditation Committee (CNAS) and the relevant professional and Technical Committee of the organization. In addition, we also actively cooperate with the Provincial Quality Supervision Bureau to carry out the provincial measurement and comparison activities, to ensure the accuracy and reliability of the provincial value.
Our institute is equipped with 12 professional metrology science research institute of Engineering Measurement and Mechanical Metrology Scientific Research Institute, Thermal Metrology Scientific Research Institute, Information and Electrical Metrology Scientific Research Institute, Weighing Instrument Verification Institute, Flow Metrology Scientific Institute, Physicochemical Metrology Scientific Institute, Medical Metrology Scientific Research, Traffic Metrology Science Research Institute, Yiliang Metrology Station, Yanglin Metrology Station and Energy Detection Technology Research Center, Quality Supervision and Inspection Of Metrology Product Center; It is equipped with comprehensive services department such as office, party personnel supervision department, business department, scientific research and development department, quality assurance department, finance department. There are staff of 160 people, serving permanent staff of 155 people, the unofficical personnel of 97 people. Wherein, 7 senior engineers, 52 senior engineers, 52 engineers; 1 doctors, 34 masters, 90 undergraduate, 31 junior college and below. 2 people enjoy the State Council allowance, 3 people enjoy the "Yunnan provincial government special allowance", "Yunnan Province outstanding professional and technical personnel" of 2 people, Province model worker of 1 people, Yunnan Province March Eighth red banner pacesetter of 1 people, the State Administration of quality supervision "outstanding young experts" of 1 people, the national professional committee member of 6 people, China Institute of Metrology and Measurement Temperature Measurement Professional Committee Members of 1 people. Our institute is awarded with "youth civilization" by the Yunnan provincial organ work committee; In the activity of "perform pioneer go ahead" launched by provincial organs, our institute is listed as one of the provincial 15 model units; In the education practice of the mass line of the party, Party branch of our institute has also been listed as the provincial quality supervision system model units; In 2014, our institute also communicate to speak in the meeting of State Quality Inspection Administration metrology work as advanced model; In 2015, National Center for Urban Energy Metrology (Yunnan) passed the acceptance check organized by the State Quality Inspection Administration with excellent performance; we also won the "14th batch of Yunnan provincial civilized unit" honor.
Our institute has assumed twenty-six national major scientific research projects, Yunnan province scientific and technological research projects, won 20 national and provincial science and Technology Progress Award. Since 2008, we assumed 86 different levels of scientific research projects of State Ministry of science and technology, Yunnan provincial science and Technology Department, the National Bureau of Quality Inspection, the Provincial Bureau of Quality Inspection. The 0.01 grade single-phase standard power electric energy meter, 0.02 grade three-phase standard power electric energy meter and (0.01-0.05) grade three meters calibration device, which are independently developed by our institute, occupy the domestic leading level; "High power rectifier system DC electrical parameters and efficiency of rectification online measuring and monitoring management system" won the third prize of science progress prize in Yunnan Province and the second prize of "promote inspection by science and technology " of the State Administration of quality supervision; "High precision pay DC current source" won the third prize of "promote inspection by science and technology " of the State Administration of quality supervision in 2011; "JZL series AC DC current calibration device development" award third prize of Yunnan Province scientific progress in 2011. In 1999, our institute" High power AC and DC power online testing technology "was awarded the second prize of national scientific and technological progress; in 2013, a joint declaration of our institute and China Institute of Metrology of " establishment and application of national large DC current measurement standard "project was awarded the second prize of national scientific and technological progress.Our institue has 14 patents totally, including 11 utility model patents, 3 invention patents. The results of these products have been widely used in all walks of life such as measurement, electric power, metallurgy and chemical industry, national defense, scientific research.
In recent years, our institute closely around the strategy of national "One Belt and One Road" and "quality strong province "of Yunnan province, focus on the construction of national unity and progress demonstration area of our province, ecological civilization, and the positioning requirement for the Southeast Asia radiation center, focus on the development needs of the transformation and upgrading of the five big trillion support industry in our province, active to adapt to the new normal economic development, highlight the innovation driven, deepen reform, enhance the ability and strengthen service. It has now been approved to establish "National Urban Energy Metrology Center (Yunnan)", "Yunnan Province Energy Metrology Test Engineering Technology Research Center", "Yunnan Metrology Products Quality Supervision and Inspection Center", it is identified as "the national quality inspection for transformation of scientific and technological achievements promotion base" by State Quality Inspection Administration, it is recognized as" Yunnan Province high-level talent innovation and entrepreneurship demonstration base " by People's Government of Yunnan Province.
